An Important Memorandum to all COs Regarding Your Safety from COBA President Norman Seabrook
Effective immediately, under the direction of President Norman Seabrook and the COBA Executive Board, if you’re assaulted by an inmate you should take the following action. First notify your Commanding Officer (or Tour Commander in the absence of Commanding Officer) of your intention to file a criminal charge or complaint. After you have received medical treatment and finished your tour of duty, stop at the local police precinct, which is the 41st precinct for the cases that occur on Rikers Island, and immediately file charges against the inmate to ensure the inmate is arrested and prosecuted to the fullest extent of the law.
We will not allow inmates to continue to assault us with no repercussions. The safety of you and your family is one of our top priorities. The DOC upper management, with the exception of Eli Perez and one or two others, refuse to protect us. If the Department of Correction won’t enforce the penal law then COBA will! Upon an assault on you, notify the COBA immediately at 212 -274 – 8000.
